In the following cycle of communication with this source the value of phase of clock pulse set before is specified as initial value. Device has interface unit, synchronizing unit, receiving unit, transmitting unit, interruption signals forming unit; all the units are connected by corresponding couplings. Commutator and memory unit are introduced into the device additionally, they are connected by corresponding couplings. The device may be used as control center of multiaddress radiotelecontrol-telesignalling system to organize change of information between control computing system and communication channel.
