SUBSTANCE: system has two capacitive sensitive elements, two resistors, two diodes, lower frequency filter, low frequency amplifier, zero potential bus, univibrator, connected in series with actuating unit. Higher frequency filter and RS-flip-flop are brought into the device additionally. When capacitive coupling of one sensitive element is changed relatively the earth, relation between durations of pulses and pauses between pulses in direct output of RS-flip-flop is changed either, and actuating unit begins to operate.
