FIELD: sewing and shoe-making industry. SUBSTANCE: plant has reel unwinding unit 1, dosing apparatus 3 connected to bin, thermal fixation unit 4, hollow cooling shaft, winding device 5 having pulling shafts 40, 46 and bobbin. Unwinding unit 1 is provided with reel braking mechanism and balancer of tape accidental jerks. Dosing apparatus 3 is formed by template made in the form of perforated tape and agitator located under template and made up of plates positioned in spaced relation to each other. In winding device 5 pulling shaft 46 engageable with bobbin is mounted on end of rotatable bracket, and pulling shaft 40 is located under hollow cooling shaft which is pressed against it with loads mounted on one-arm levers.
