The lever is mounted in slipper 7 for turning. The kinematic connection includes double-arm lever 18 as well as shackle 23 and slide block 21. Pole 18 turns at an angle determined by the correlation of the sizes of links of the corresponding kinematic chain including the value of eccentricity of eccentric 5 and during each stroke of slipper 7 is at least once disposed at the right angle to the sleeper movement direction.
