FIELD: conversion of water head in rivers into electric energy. SUBSTANCE: impeller with working blades on axles is mounted in a casing on horizontal shaft. Blade- revolving mechanism has the form of a cam with tangential slot, a pressure bolt fastening said cam on casing, and drive links kinematically connected with blades and provided with rollers which can interact with the cam. Impeller is made of two flat discs with blades therebetween, rigidly secured on axles. Said axles can rotate freely in disc and are rigidly attached to drive links. The round cam has a circular slot. Rollers are disposed in cam slot. Besides, the cam has additional tangential slots with hold-down bolts which, together with main slot and bolt, ensure rigid fastening and provide for rotation of the cam with eccentricity relative to shaft.
