FIELD: pulse engineering; data transmission systems; automatic control systems. SUBSTANCE: new operations are introduced into method of modulation of pulse signals which is already known, with frequency repetition F1; the method known is based upon action of external signals onto their parameters. According to the method, meanders of signals are formed, which repeat with frequency F1 ± Fmod, where Fmod is modulation frequency. Meanders are conjugated with signals from pulse sequence, which are formed preliminary in such a manner, that their duration is significantly less than duration of meander Tmeander τpulse≪ Tmeander. After conjunction is completed the signals received are formed for amplitude and duration depending on practical necessity. Pulse signal modulation device has pulse counter, trigger, the first and the second AND gates, controlled pulse oscillator, input bus of signals of modulated sequence, output bus, the first and the second pulse formers, permit signal bus and control signal bus.
