SUBSTANCE: wind-power plant has swivel base which holds main and auxiliary cylinders with elliptical profiles and two systems of longitudinal slits which are brought in turn in communication with suction passage of respective fan. Wind motor rotor has hub with front and rear fairings resting on cylinder tops. Axis of rotation of hub is parallel with planes passing through larger axes of elliptical profiles of cylinders.
