FIELD: electrical engineering. SUBSTANCE: operator loads the barrel with cartridge 8, draws off striker 12 to the upper position and locks it by safety pin 14, lifts up the device to the height of the wire to be cut by means of rod 1, and hangs up the device on the wire through the slot of body 4. Using flexible tie-rod 15, the operator shifts deflecting roller 7 downwards, thus affording pin 14 an opportunity to release striker 12, which under the action of spring 17 strikes powder charge 8. Under the action of powder gases piston 9 together with movable cutting edge 10 moves in the direction of fixed cutting edge 11 and cuts the wire.
