SUBSTANCE: device has housing, central tubular knife, flat radial knives, cover with radial slots with fitted-in flat knives hinge-connected with inclined guides secured in movable cup embracing the cover with slots. Fitted in center of cup is tube with cutting edge. Two longitudinal and two cross racks are secured on outer side of wall. Racks are in meshing with gear whose axle is installed on housing wall in bushing which can be shifted in extreme upper and lower positions along slots relative to cross racks.
