SUBSTANCE: device has spark space and high- linearity resistor which are connected in series, inserted between phase of system to be protected and ground, and by-passed by capacitance-resistive scaling circuit which rate depends on frequency Branches of said scaling circuit has resistor and capacitor which are connected in parallel and which voltage-current response is linear. Upper branch of scaling circuit is connected in parallel to sparking space, lower branch is connected in parallel to high-linearity resistor. Parameters of scaling circuit elements conforms to condition that overall time constant is less than 1,5·10-3s, and voltage scaling rate in capacitors is less than voltage scaling rate in active resistance. Sparking space can be divided into two parts. In this case its part that is connected to system can be connected in parallel to circuit having resistor and capacitor which are connected in parallel.
