FIELD: agriculture. SUBSTANCE: method involves creation of a spindle-shaped electric field with its height-to-diameter ratio H=(3-4)D. The field height is predominantly vertical. The seed treatment device body is a portable hollow metal cube (for instance fabricated from aluminum) with a grounding contact. The device is provided with a radiator. The latter is a high-frequency arch gas-discharge unit having its working axle parallel with the lower base of the cube. The unit has a controllable low frequency generator connected to a high-frequency discharge generator. The latter is connected to electrodes of a gas-discharge lamp. The device may be placed inside or outside the seed storage, and it may be moved in the process of treatment. EFFECT: higher efficiency. 8 cl, 4 dwg
