SUBSTANCE: a prepolymer containing 9.0-13.5 mole urethane groups is sulfonated, the dispersion is effected in an aqueous acetone mixture in a acetone to water weight ratio of 0.15 to 0.35 in the presence of hydrazine followed by removal of acetone and introduction of 0.7-1.5% of dibasic carboxylic acid dispersion based on the weight of a dry matter and 20.1-31.1% of powdery IV group metal oxide dispersion based on the weight of a dry matter.
