The shelter is supplied with plastically deformed device. Frame stays are passed through holes formed in plastically deformed devices and plates of lower cover, and channels formed in walls. Stays in the channels are spaced about walls. The spaces are filled with yielding material. The plates of lower cover are rested on walls through yielding layer. The walls are made of perforated blocks. Space between plates of upper and lower covers is overlapped with a screen of the plates. The plates are installed along perimeter and rested on either projections from lower plates of the cover or blocks. The plates are fastened to plates of upper cover through embedded parts.
