FIELD: civil engineering. SUBSTANCE: support members with anti-friction layer are placed in the gap between over foundation part and the foundation. Support coupling members anti-friction layer between them, and a stand are located in the gap between over foundation part and foundation. The stand if placed inside the support member and related to over foundation part and foundation with hinges placed on its ends. Levers of cross shape are attached rigidly to side surfaces of the stand. Free ends of the levers leave holes in the support member. Each lever is hinged to a crossbeam with a weight hung on one end of the crossbeam. Balancing weight and power plant are hung on another end. Electromagnetic drive with friction brakes is used as the power plant. All electric magnets of the power plant are connected through a control device to displacement and acceleration sensors.
