FIELD: control of flow rate of liquid and gaseous media. SUBSTANCE: mounted in housing perpendicularly to its axis is fixed seat with through-way ports. Engageable with seat is shut-off swivel member. Interior of hermetic housing- sleeve of drive force transfer unit is brought in communication with interior of housing. Housing-sleeve is made in form of clip embracing the shut-off adjusting member; this clip is connected with housing-sleeve by means of members which transmit synchronous opposing oscillations from drive to ends of clip which is made of two rigid parts. Each hermetic housing-sleeve is made of flexible material. Members are mounted for engagement with housing-sleeve. Oscillations have equal amplitude. Mounted on the outside of each housing-sleeve are additional members which transmit additional control pulses acting in synchronism with above-mentioned oscillations; additional control pulses are transmitted from drive through each housing-sleeve.
