FIELD: pulse technique. SUBSTANCE: device has series-connected phase discriminator 1, adding-excluding unit 2 whose other input is connected to standard oscillator 4. Output of frequency divider 3 is connected to first input of phase discriminator 1. Outputs of AND gates 7 and 8 are connected to inputs of mutual-reset averaging unit 9 and outputs of the latter are connected to inputs of RS flip-flop 10. Outputs of pulse shaper 5 are connected to first inputs of AND gates 7 and 8 whose second inputs are combined and connected to input of phase discriminator 1 and to output of additional pulse shaper 6 whose input functions as signal supply input.
