FIELD: automatic control systems. SUBSTANCE: device has subtraction unit, which direct input serves as device input, connection unit, which first output line is connected to device output and second output line is connected to input of inertial unit which time constant is T and amplification gain K is 1. Output of latter unit is connected to inverting input of subtraction unit. In addition device has inertial unit which time constant is K1 and amplification gain is T1 and which input is connected to output of subtraction unit and output to input line of connection unit. Values of T, K1 and T1 conform to equation K1/ω
