Given turbine flow rate converter has case 1 with cylindrical flow chamber 2, nozzle 3 with holes 4 and 5 with transient surface between them in the form of hemisphere 6, flow conduit 7, small turbine 8 with blades 11, fairing having hemispherical surface 9 passing to cylindrical one 10, stabilizing ring 12, magnets 13, signal pickoff unit 14 and limiter 15.
