SUBSTANCE: device has internal tube and movable part comprised of spring-loaded piston and valve. Internal tube and movable part are located in external body made in form of section of casing string. Spring-loaded valve is sealed by its inner diameter relative to internal tube and is engageable with one of ends of spring-loaded circular piston. Formed between the second end of circular spring-loaded piston and opposite end surface of protrusion of internal tube is variable in value hydraulic cavity accommodating valve spring.
