FIELD: paint industry, more particularly rust modifies. SUBSTANCE: agent comprises orthophosphoric acid and one of modifiers of carbon, e.g. coal, graphite or carbon black. Coal and graphite are first ground to particle size of 0.110-0.130 mm. Components are used in the following ratio, wt.-%: carbon modifier, 35-62; orthophosphoric acid, 38-65. Rust transformer is prepared by mixing one of carbon modifiers with orthophosphoric acid. EFFECT: improved properties of the rust transformer. 1 tbl
