FIELD: paint and varnish industry, more particularly rust modifiers used for coating metallic surfaces including masut and oil contaminants. SUBSTANCE: rust modifier comprises orthophosphoric acid, graphite, lignosulfonates and water. Ratios of components are as follows, wt %: orthophosphoric acid, 39-50; graphite, 25-33; lignosulfonates; and water, the balance. In addition to capability of modifying rust coated with grease and oil contaminants, rust modifier has inhibiting power, e.g. power to inhibit corrosion process under normal conditions, and at elevated temperatures, reducing properties. Rust modifier is used at temperatures from minus 30 to 60 C. At service temperature of 150-170 C modifier does not require overlapping by paintwork material for under there conditions there occur irreversible chemical and structural changes that increase its activity. Said rust modifier is used in gas, petroleum ship building industries and in agriculture. EFFECT: improved properties of the rust modifier. 1 tbl
