FIELD: mechanical engineering, pumps, compressors, flow rate meters. SUBSTANCE: cylindrical housing with solid shaft and hollow shafts and blades is mounted on base. Solid shaft has engagement recesses, and blades have stops with holes, stop rods, mounting washer and springs. Pressure levers are hinge- secured in blades. Cylindrical housing has locking slots and branch pipes. Blades form intake and outlet chambers. Flywheel is mounted on solid shaft.
