FIELD: heat-power engineering. SUBSTANCE: plant is provided with circular waste-heat boiler having inner shoulder and spiral gas tubes which change into vertical position at level of inner shoulder; outer portion of boiler is extended to circular gas receiver. Boiler is provided with circular recess in its upper portion where gas tube outlets are provided with inlet holes and are connected with upper portion of boiler; hollow bent strips fitted between gas tubes are used for laying two pipe lines: one boiler feed water pipe line and waste steam pipe line having holes; in starting, this pipe line is used for compressed air. Under inner shoulder, boiler is provided with ring which carries steam superheaters on side of empty cavity and turbine nozzle assembly on its opposite side. Disk mounted on shaft is provided with combustion chambers supplied with fuel and compressed air and with electric spark in starting. Plant is also provided with additional steam turbine with compressor, contact and surface economizers; contact economizer is provided with additional heat exchanger. Empty cavity of boiler is closed by gas turbine; at top it is closed with flange provided with shaft and disk in one plane with recess.
