SUBSTANCE: invention relates to physical activation of water and can be used for preparing water for heat-power engineering in order to prevent scale formation or for industrial processes where viscosity-coagulation characteristics of water are of importance, in particular, for processes involving tempering concrete, clay, silicate, and other binding mixes with water. Water is treated by way of passing it between electrodes on which alternating or constant voltage is applied choosing water flow velocity and current intensity such as to provide charge saturation of passed water at least 8-25 kcoulon/cu.m (in dependence of material of electrodes and their polarity), after which scale sludge is removed.
