FIELD: radio engineering. SUBSTANCE: device has request generator 1, reverse counter 5, clock oscillator 9, generator 11 of random pulses with random duration, OR gate 6, random sequence detector 8, AND gates 2, 3, 7, 10, 13, OR gates 4, 12, adding counter 14, OR gates group 21. Number of allocated/free channels in communication system is modeled by reverse counter 5. Pulses from first request generator are received by adding input of reverse counter 5 through first AND gate which is conducts if at least one unallocated channel exists in communication system. Operation channel release signals in noise conditions are simulated by means of pulse generator 11 and AND gate 10 which does not conduct in case of noise. Request processing is simulated by random sequence detector 8 which pulses are sent to subtraction input of reverse counter 5.
