SUBSTANCE: present invention describes softer action catalysts selected from triethanol amine, triethyl amine, dimethylamino methyl phenol and dimethylethanol amine and it describes composition of activating mixture based on accessible and processible ingredients. The claimed method is put into effect by reaction of complete and isocyanate components in the presence of nitrogen- containing catalysts. The activating mixture of polyol component includes nitrogen-containing catalysts selected from triethanol amine, triethyl amine, dimethylaminomethyl phenol and dimethylethanol amine in (0.2-0.5): (0.05-0.30):(1.6-3.2):(0.25-0.50) ratio, respectively, and in total amount of 2.1-4.5 weight parts per 100 weight parts of polyethertriol, and reaction is carried out at polyol to isocyanate component ratio of (1.7-2):1 and ion coefficient is 12%. Activating mixture of polyol component comprises (wt %): 100 polyethertriol; 0.05-0.32 triethyl amine; 2.70-4.40 water; 0.26-0.53 dimethyl ethanol; 0.21-0.93 triethanol amine; 1.60-3.20 dimethylaminomethyl phenol; 0.20-0.37 organosilicon foam regulator.
