FIELD: environment control. SUBSTANCE: this can be used for clearing surface of water basins from petroleum, petroleum products and other liquids which are insoluble in water. Device has apron, float attached to apron over its perimeter, and float suspension system which is made up of slings and load-bearing rope. Apron is made impermeable for liquids being collected and has lower layer which sorbs aforesaid liquids. Some slings are connected by heir ends to float and by their middle parts are reeved through temporary fasteners located in opposite side of float. Other slings are reeved under float and are attached by their ends to float at side which is opposite to side where ends of first slings are fastened. At raising float from water surface with wet apron, temporary fasteners intended for lower forces are released with detachment of slings reeved in them, thus preventing leakage of collected liquids when float together with apron is transported for example by helicopter to site of storing collected liquids.
