FIELD: explosives. SUBSTANCE: in conventional method, water-soluble components are preliminarily mixed in water under heating until pure oxidant solution is obtained. Oil-soluble ingredients are separately mixed in hydrocarbon fuel and heated to the same temperature as oxidant aqueous solution. The two solutions are then combined and agitated until reverse emulsion is obtained. According to invention, to the fuel solution, prior to be combined with oxidant solution, alkali metal nitrite is added and, to the oxidant aqueous solution, formalin is preliminarily added in amount providing pH of this solution within 1-3 range. In addition, pressure under which the two solutions are agitated exceeds 3 atm. EFFECT: improved procedure. 2 cl, 2 tbl
