FIELD: chemical industry. SUBSTANCE: claimed stabilizer comprises product of oxidative and hydrolytic destruction of cellolignin containing up to 46 wt %, water soluble sodium and/or potassium humates and mixture of γ-aminopropyl triethoxysilane with aliphatic amine oligomer selected from group consisting of diethylene triamine, triethylene tetramine or polyethylene polyamine in 1:13 ratio. This makes it possible to improve protecting properties of paint materials when adding up to 7 wt % stabilizer to said materials. EFFECT: improved properties of the powder rust stabilizer. 2 tbl
