FIELD: communications, signal processing equipment. SUBSTANCE: device has adders unit, which has 0.5M (M-1) half adders, first converter with M inputs and one output, second converter with 0.5M (M-1) inputs and one output, and two-input discriminator of minimal instantaneous absolute value of signals. Its output serves as device output. First converter provides continuous selection of single signal with minimal instantaneous absolute value from noise signals which are received from corresponding outputs of adders unit. Adders unit generates 0.5M (M-1) noise signals of form 0,5[U. Second converter provides continuous selection single signal with minimal instantaneous absolute value from noise signals which are received from outputs of adders unit. This means that when compared noise signals have opposite polarity but close absolute value, then instantaneous value of signal at output of second converter 4 is less than absolute value of instantaneous input noise signal, the same as at output of unit of first converter.
