SUBSTANCE: proposed method and device are designed to represent endless signals by superposition of finite wave pulses for which purpose any information stream, that is number stream of device is transferred to streams of optimal-spectrum wave pulse streams for which repetition frequencies of numbers and wave pulses are equal and dimensionality of numbers is a multiple of double logarithm of wave pulse energy to noise ratio in communication channel; radio and video signals having only process limit of information capacity are generated; frequency-division radio communication systems are organized; multiband and multichannel system using on-line channel and band change-over by user is developed; information is stored on analog media.

EFFECT: ability of presenting random signal by modulated quanta.
