FIELD: building materials industry, more particularly manufacture of tamponaged portland cement clinker. SUBSTANCE: mix comprises (wt parts):1 clay component, opoka containing at least 65 wt % SiO2 and 2-4 wt % hydrate waste; and 0.4-1 correcting iron-containing additive and carbonate component. The raw mix preferably comprises (wt %): 18-25 mixture of opoka and clay component; 1.5-5.5 iron-containing correcting additive; and the carbonate component balance. Said clay component includes clay, and/or nepheline slurry, and/or ash remover. Said carbonate component includes at least one component consisting of lime, chalk, filter press dirt which is sugar production waste and soda production waste. The present invention makes it possible to prepare clinker of improved quality due to reduced content of tricalcium aluminate in its composition and to retain high reactivity of raw mix.
