FIELD: manufacture of building materials. SUBSTANCE: invention relates to technology of producing hydraulic binding materials on mineral basis utilizing technogenic wastes, in particular, Portland cement production technology. Carbonate component of mixture is preliminarily ground and then mixed in presence of water with clayey component and/or magnetic or electrical separation tails obtained after removal of iron fraction from heat-and-power plant ash-slag waste to achieve Fe2O3 content 4-6%. Resulting raw meal, containing 70-90% of limestone and 10-30% of alumino-silicate (with clay and/or ash-slag waste) is fired until baked to give cement clinker, which is then cooled and divided in presence of additives to give desired product.
