SUBSTANCE: composition is prepared on the basis of peroxide compounds as an oxidant and has also from 10 to 27 wt.-% at least one polymer taken from polyethylene glycols, polypropylene glycols or their derivatives. Polymer is anhydrous and liquid at the room temperature and soluble in water simultaneously. Method of preparing a composition involves mixing peroxide compound-base decolorizing powders at the room temperature and at the stage of stirring at least one polymer taken from polyethylene glycols, polypropylene glycols and their derivatives is added.
