SUBSTANCE: device includes optical head with temperature of environment that has mobile mirror with turning mechanism and objectives optically coupled in sequence, main modulator, detector of radiant energy and black body at ambient temperature. Additional modulator which rotational speed is less than rotational speed of main modulator by factor of 10 as minimum, includes two optical filters shutting off in turn radiation flux coming to detector of radiant energy in spectral window of atmosphere 8-12 μ and on absorption line of carbon dioxide 4.255 μ.
