FIELD: construction industry, specifically, calcination of cement clinker by wet method. SUBSTANCE: process of thermal treatment of mixture of cement starting materials includes drying in spray drier, layer decarbonization, calcination of cement clinker in rotary furnace and cooling in cooler. Drying takes places under uniform oriented distribution of slurry drops and decarbonization of mixture occurs in fluidized layer in high-temperature zone of cone of short-flame ceramic burners. Hot air from furnace body in clinkering zone and from second chamber of cooler is used fro drying and decarbonization. Plant for thermal treatment of mixture of starting materials has spray drier, decarbonizer, rotary furnace, cooler, hot air conduit, device to take heat from furnace body in clinkering zone and from second chamber of cooler, short-flame ceramic burners. Spray drier includes slurry drop feeder with rotating arc-shaped blades and grate with conical holes.
