FIELD: agriculture, in particular, presowing treatment of large batches of plant seeds. SUBSTANCE: promoter has lasers with wave length of 670 nanometers and 730 nanometers. Radiation of large amounts of seeds is conducted by means of conical rods manufactured from optical glass and provided with plurality of finely dispersed and uniformly distributed disseminated air bubbles. Conical light transmitting channel made of optical glass and free from air bubbles is disposed in conical rods. Such construction allows light beam density to be uniformly distributed along rod length. Rods are positioned within seed mass adapted for radiation and connected with lasers through fiber-optic light beam transmission system. Predetermined temperature and critical seed moisture content are provided by ventilating seed mass with air conditioners. Such construction provides simulation of natural circadian rhythms of physical factor actions necessary for germination of seeds of concrete plant ecotype.
