FIELD: metallurgy. SUBSTANCE: steel comprises components, ratio of components being as follows, wt %: carbon, not higher than 0.17; silicon, not higher than 20; manganese, not higher than 2.0; chromium, 11-20; nickel, less than; sulfur not higher than 0.55; calcium not less than 30•10-4; oxygen not less than 70•10-4; and iron, the balance. Calcium to oxygen ratio is 0,2 ≤ Ca/O ≤ 0,6.. After rolling and cooling, steel is annealed to form ferrite structure.
