FIELD: production of cold-rolled semifinished electrical steel with improved electromagnetic properties. SUBSTANCE: melted killed steel contains the following components, %: silicon, 0.3-3.2; aluminum, 0.1-0.5; carbon, 0.02-0.05; manganese, 0.1-0.5; phosphorus, 0.01-0.16; sulfur, no more 0.01. Steel is subjected to hot rolling, cold rolling and annealing of cold-rolled steel at temperature of at least 750 C. Annealing of cold-rolled steel is carried out with decarburization of metal to carbon content below 0.012%, and provision of steel microstructure with mean size of ferrite grains of 8, 9 and 10 points. If necessary, after decarburization, temper rolling is performed with reduction of 1.0-5.0%. EFFECT: higher efficiency. 2 cl, 2 tbl
