SUBSTANCE: system has central steam supply, delivery and return pipelines, heat and water supply line running to users, and jet pump. The latter that functions as heat- transfer and circulating apparatus has its active-medium feeding nozzle connected to steam supply through pipeline, its passive- medium feeding nozzle, to return pipeline, additional passive- medium feeder inlet, to water storage tank or to water supply, and its outlet branch pipe is connected to delivery pipeline of heat and water supply system.
