FIELD: chemical industry. SUBSTANCE: new stable emulsion of hydrocarbons in water including hydrocarbon phase comprising natural surfactant, aqueous phase comprising electrolyte and surface active additive including amine and ethoxylated alcohol. Amine is selected from group consisting of monoethanol amine, ethylene diamine, ethyl- amine, diethylamine, triethylamine, propylamine, sec- propylamine, dipropylamine, isopropylamine, butylamine, sec-butylamine, tetramethyl ammonium hydroxide, tetrapropyl ammonium hydroxide and mixtures thereof, and content of surface active additive is amount which effectively stabilizers emulsion, and content of electrolyte is amount from more than 10 wt parts/mln to not more than 100 wt parts/mln calculated for aqueous phase.
