An agent has a polymer of an average mole mass 2000-60000 Da as a hydrophilic polymer that involves long-chain polyurethans, polyesters, polyesterpolyoles, polystyrenes, polybutadienes and maleic acid polymers modified with carboxylic or amino-groups in polymeric chain. An agent has additionally long-chain aliphatic saturated acid containing 6-22 carbon atoms or its alkaline or earth-alkaline metal salt or ammonium salt at the following quantitative ratio of components, wt. -%: an active component 0.001-5; hydrophilic polymer 2.5-40; long-chain aliphatic saturated acid or its alkaline or earth-alkaline salt or ammonium salt 5-15 and the special addition - the rest.
