SUBSTANCE: apparatus has base, piercer connected to follower through flexible member. Follower connects piercer to retainer. Flexible member and follower junction place is positioned in sector defined by follower central angle beams of 75-85 deg relative to plane extending through flexible member and piercer junction place and center of follower in direction of rotation of follower, when piercer is in working position.
