SUBSTANCE: the rocket control command is normalized in the form of pulse-width modulated signal Uin with one zero and two non-zero opposite sign levels equal in module, and deflection of control surfaces is accomplished in accordance with dependence: δ = δm•signUin at non-zero levels of Uin; δ = -α at a zero level of Uin, where δ-control-surface angle relative to the rocket longitudinal axis, δm-maximum control-surface angle; α-angle between the rocket longitudinal axis and the velocity vector. EFFECT: provision of control of rockets low-stabilized and non-stabilized in flight with aerodynamic control surfaces; enhanced maneuverability of rockets. 3 dwg
