FIELD: satellite telecommunications, in particular, for environmental monitoring, controlling and monitoring of road traffic, paging and cellular communication. SUBSTANCE: device has set of ground stations of various communication networks, control unit and at least one satellite, which carries retransmitters, and equipment for processing and commutation of signals. Satellite is located on stationary orbit and provides reception and transmission of information and control flows. Power generating unit of satellite is designed as nuclear reactor with thermal emission converter, which provides power supply of multifunctional electrical propulsion system, when satellite is injected from radiation-safe orbit into stationary orbit in forced mode, and power supply of on-board equipment and propulsion system on working orbit upon nominal operation mode. Amount of power produced by power generating unit in forced mode is greater than amount of power produced in nominal mode by at least twice. Equipment for processing and commutation of signals includes commutator, which provides controlled commutation and allocation of user communication channels without access to ground commutation equipment.
