FIELD: industrial and civil engineering, modernization and repair of existing buildings and structures, insulation of heat equipment and cooling plants. SUBSTANCE: material comprises superthin basalt fiber, polyvinyl acetate dispersion, silicon sol, sulfanol and organosilicon liquid, ratios of components being as follows, wt %: polyvinyl acetate dispersion, 2.0-2.5; silicon sol, 3.3-3.8; sulfanol, 0.05-0.1; organosilicon liquid 0.1-0.3; superthin basalt fiber of 0.2-3.0; mcm in diameter, the balance. The resulting heat-insulating material has high service properties, namely incombustibility, low bulk weight, low heat conduction coefficient, heat and water resistance, thus widening range of application thereof. It is useful in ship, car and boiler construction aviation or in other industries. EFFECT: improved properties of the heat- insulating material. 1 tbl
