FIELD: road-building. SUBSTANCE: composition contains 1.5-3.0% of cationic surfactant, 1.0-2.0% of composition formation accelerator, and bitumen (the balance), to which after heating to 80-100 C the two first components are added. All components are agitated until complete dissolution to form composition with conditional viscosity 35-40 s (on standard viscosimeter with opening 5 mm at 60 C). Bitumen composition in amount 3-5% is mixed with cold mineral materials of acidic or basic rocks in amount of 95-97% until complete coverage of the surface of mineral material with composition is achieved. Resulting organomineral mix can be stored in piles covered by polyethylene film during 4 months or in closed tanks during 5 months. Before closing a pot-hole, the latter needs not to be dried: only free water and trash have to be removed. Flow of traffic can be allowed immediately after pavement is restored. EFFECT: prolonged pavement restoration season to air temperature +4 C, improved adhesion of wet mineral material by 4-5%, and simplified operation. 1 tbl
