FIELD: ecologically effective utilization of resources and waste in various industries. SUBSTANCE: described is method which envisages improving the structure of fuel, increasing its power density and lowering the level of admixtures as applicable to low-grade coals and or carbon-containing waste such as solid domestic waste, fuel prepared from waste, or sewage by molding from low-grade fuel, carbon-containing waste or their mixtures of aqueous suspensions having viscosity that makes it possible to further process them. Such starting suspension is heated under pressure (118) in the presence of alkali (109) to temperature at which substantial transformations occur at physical and molecular levels which are characterized by detachment of considerable amount of bonded oxygen in the form of carbon dioxide (147) present in low-grade coals or carbon- containing waste. Under conditions as indicated above, solid particles of original suspension (103) lose their fibrous and hydrophill structure and are disintegrated into finer carbonized particles which results in forming suspension of carbonized substance with improved rheology, i.e. the latter allows attaining considerably higher concentrations of solid phase (and, hence, higher density) and acceptable viscosity.
