SUBSTANCE: invention, in particular, relates to composite material based on cement binder and reinforcing synthetic fibers suitable for fabricating of facing slabs, roofing materials, sewer net wells, etc. 100 wt parts of cement are mixed with, wt parts: microfiller 20-100, plasticizing additive 0.05-0.5, water 30-50, and reinforcing fibers 0.5-5. Prior to be mixed, filler(s) or mixture of filler(s) with plasticizing additive, or mixture of filler(s) with reinforcing synthetic fibers is subjected to mechanochemical activation in heavy-duty apparatuses, namely centrifugal-and-planetary or vibrocentifugal mills with acceleration of working bodies 80 to 600 m/s². Fillers are selected from sand, claydite, vermiculite, brown coal fly ashes, and mica. Synthetic fibers are selected from polycaproamide fibers. Plasticizing additive is polyethylene oxide. The latter is added in the form of solution in tempering water.
