FIELD: agriculture. SUBSTANCE: packaging system contains gel composition placed in water-soluble or water-dispersible bag. Gel composition contains: (a) herbicide, fungicide or insecticide; (b) silica (filler) hydrolyzed in flame with surface area of 10-400 sq.m/ha, with surface of silica possessing improved hydrophylic capacity and having active centers capable of forming hydrogenous bonds with component c; (c) activator having polar group capable of reacting with component b for producing gel, with mentioned activator being composition of formulation: R9 R10 R11 R12 N N⁺ Y Y^-, where R9 R10 R11 R12 is C C_1-24 alkyl independent, and Y is adequate anion, or of formulation R(O (CHR (CHR⁴)_p)_n)p )n X, where CHR CHR⁴ groups are similar or unlike, p= 2, n is whole number ranging from 10 to 50, R R⁴ is hydrogen or methyl, R-C C_8-24 alkyl, C C_8-24 alkenyl, phenyl, possibly C C_2-4 alkenyl substituted phenyl, X is OH group, alkoxy group; and (d) diluent selected from group containing water, methyloleate, cyclohexanon, aromatic hydrocarbon or methylated canol oil. Gel composition is readily dispersed in water and is suitable for producing agricultural chemical compositions. EFFECT: increased efficiency and convenient usage. 7 tbl
